Generally you can access the PLC Ladder using ‘L’ as the password.

Typically this error indicates an issue with the CPU itself, or the main board. However, the error can also occur if voltages are low, grounding is damaged/poor or from interferences from external devices. My Backup Batteries have gone flat and all my parameters are gone, what now?

Firstly, do you have an SRAM backup or parameter and PMC parameter backup files as well as the original 9900 parameter listing? If so you need to first manually enter in your 9900 parameters, then load in your backup files.
